Section 190 - Partial Pre-Payments of Assessments. Any assessment levied by the City may be partially prepaid in an amount not less than 25 percent of the whole assessment prior to the certification of the assessment or the first installment thereof to the county auditor, and no interest shall be charged on the portion of the assessment prepaid.
